CBI Sub Inspector Promotion Prospects


Promotional chances are good in CBI. You will become an Inspector at max in four years. Don't think that CBI inspector is same as other dept inspectors and why i need to wait for four more years to become an inspector while I directly become an inspector in other departments. Don't get carried away by this idea on the nomenclature used.

Image below well depicts the CBI Hierarchy / Rank Structure. After Senior SP, you have DIG --> Joint Director --> Additional Director --> Special Director --> Director.

Do you want to the ranks below Sub Inspector? It is very same as state police structure. It is Home Guard --> Constable --> Head Constable (HC) --> Assistant Sub Inspector (ASI) --> Sub Inspector.



From Inspector rank (4800 grade pay), any type of case can be given to you and you are the sole owner of the case in all respects though other CBI staff would assist you during searches or raid. You can even trap commissioners of any departments or raid their houses. SP is the supervising officer of any case and all paper and ground work of any case is done by his subordinate cadre. 

It is true that there is a departmental exam for DSP in CBI. If you qualify in limited departmental exam for DSP in CBI, one may easily go up to DIG rank. You can appear for this DSP exam every time it is notified until your age doesn't cross 40 (age <= 40 yrs) or any other new rule that supreme court may put. If not, you can reach up to SP or Senior SP depending upon your entry age to the organization. This exam can be given even in Hindi language.

As it is a departmental exam, this exam notification cycle, as of now, is not decided by UPSC. It is conducted as and when vacancy arises. It depends on departmental need and hence it is demand driven. So, this exam cycle may or may not be regular. The exam was conducted last time on 17.03.2024 for two days for just twenty vacancies for which more than 200 people appeared. The exam comprises of three papers English, General Studies and Aptitude and Criminal Law. You can access the question papers of 17.03.2024 by clicking on each link given. If not through DSP departmental exam, it takes nearly 13-15 yrs to become DSP (Group A-5400 grade pay) from Inspector cadre. After DSP, you become ASP after 6-7 yrs and SP in another 5 years. DSP cadre is the first gazetted cadre in the hierarchy. Inspector and below are non-gazetted ranks. You can read about the basic salaries of all ranks here.

Like in all central services, every promotion gets you next level of grade pay in the pay matrix. You can find the 7 CPC pay matrix here and imagine what would be your salary down the lane, with extra 20% of your new basic as special investigation allowance (SIA).

No dependency on your education qualification for promotions. Only experience and SC/ST reservation matters. Like in any government service, reserved candidates are at advantage for promotions. So, B.Tech and a PhD person have equal chances to get promoted. No advantage/disadvantage just because of your education qualification.

Pls don't compare Superintendent in CBI with Superintendent in Excise/Customs. Nomenclature used for different positions varies from department to department. CBI Superintendent is far far.... powerful. For few states, CBI SP is head of the state w.r.t central government employees' cases. In other words, one state - one Governor - one CM - one CBI SP and you can definitely become that.

As you go up the ladder, there is no specific rule whether the work load increases or decreases. It depends on the complexity of the case  you get. If the case is complicated, work involved and the facts to be proven are more. So, the work load increases. An inspector might get a complicated case or an ASP might get a simple case. All the cadre below the rank of SP just do investigation and nothing else. So, the nature of work remains same until you become SP. Promotions until you become SP are stepping stones to become HoB. From SP cadre, your work becomes admin and supervisory. So, until you become SP, promotions doesn't make big difference w.r.t your work other than getting better pay and the number of officers that greet you every day in the morning.

Q) What if i can't complete the investigation work in time?

No need to commit suicide if you can't complete the work 😃. At max, you need to showcase the reasons and hurdles you faced and the cause for delay. The officers are matured enough to assess the genuineness in the reasons given by you. If the reasons are not genuine, you would be reprimanded. If genuine, your boss would even guide you on how to approach a task. You can even approach your seniors for their inputs, without actually revealing the facts of the case. Don't think that you are left in jungle. You already know that it is not a private sector and no need to worry about your job security. The only requirement to be in this job until you retire is to maintain "Integrity" which shouldn't be doubtful. You would also know that there are cases which are not cracked even today and haven't you heard that CBI is giving cash awards for information on few cases/persons? Were they removed from service as they couldn't catch them? However, for the benefit of this country and peace of oneself, it is always the best to put his best in the work.

Like in any government job, there are no performance based increments and promotions/demotions. Your previous three ACRs (Anual Confidential Reports) only are considered at the time of giving you the promotion, but not all ACRs. For your exceptional work, you will be considered for departmental awards (all india level), Indian Police Medal (IPM) or President Police Medal (PPM). So, there might not be any + or - for your fast/slow work.

When you go for any field investigation, you do get vehicle facility (Bike / Car) for nearby work, of course a constable as driver. If the place is far from your office, you can go to the spot by Train in 2nd class AC and you can have your vehicle readily arranged at the station by any bank/PSU. They are bound to provide the vehicle on their expenses. Ofcourse, this happens only with the approval of your boss. Why should they provide us vehicle on their expenses? Because, we are C B I. It is not by fear, by a directive to that effect.

Syllabus for DSP Exam: 

All the papers are descriptive with limited objective questions. One would also require clearance from CVC that the person's track record and integrity is clean without which you become ineligible. Interview board would also consider your annual confidential reports (ACRs) until then.
  • General English
  • Indian Polity
  • Indian Economy
  • Law papers of IPC, CRPC, CVC Act, PC Act, Lokpal Act, DSPE Act, Information Technology Act.
  • CBI department related.
  • Interview with Special Director of CBI in the board and other top officials.
It is clear that the person who prepared for Civils can find comfort with few papers. Regarding difficulty of this exam, we don't have access to question papers to assess the same. In Ramayana, even lord Raama thought about constructing the bridge only after reaching the spot. He didn't think about bridge construction before arriving at the sea shore. So, first pls get into the service and then think about DSP exam. More information on this exam is not pertinent at this point of time.

Note: A person who joined as Constable (C) in CBI, suppose at the age of 20, can become Head Constable (HC) at the age of 24 through departmental exam who can again give the departmental exam after four years for SI post and thereafter he can again give the departmental exam for DSP when it is notified, after serving at least for four years as SI (whether you are SI or Inspector by then doesn't matter and 4 years include your SI training period). This way, the CBI system allows a person to become DSP in limited time, though he was a constable once. Even CBI stenographers and Clerks/LDCs in CBI give departmental exam and become Sub Inspector. Stenographers, Clerks/LDCs are considered non-executive staff and hence they can't become executive staff unless they give the exam to become S.I. This indeed happens. Otherwise, an LDC at max would retire as Crime Assistant (CA) or even office superintendent (OS) (LDC --> UDC --> CA --> OS). PC --> HC --> SI --> DSP. If not, a person who joined as constable can hardly become SI before he retire. Can you imagine such faster growth in state police? Can you even imagine SI becoming DIG in state police? This is very much possible in CBI. That is why CBI is unique, special as it has the framework to recognizes its own talent.

The person who is handling the CBI case on Karti Chidambaram (Son of former finance minister) was once an LDC in CBI?



It is true that CBI gives an opportunity to take you to the rank of DSP and the people who served at least for 4 years as Sub Inspector are eligible for the departmental exam. Deputed candidates are not allowed for this exam. Only one such DSP batch was trained and passed out in 2017.

      After DSP every 5 years you can expect a promotion upto DIG or at max Joint Director, depending on your age and vacancies. Mostly the percentage of deputed officers increase as the hierarchy moves up.

      I read this in the Recruitment Rules which was posted on the official CBI website last year. But the same rules are not available now in the website. (check this http://cbi.gov.in/employee/recruitments/index.php -- then click Recruitment Rules for various post in CBI)

After 4 years,an SI is promoted to Inspector rank...And after 4 years only he is eligible for DSP exam(which he can give upto 40 years of age)....So,can an SI who has been promoted to Inspector rank give departmental exam or it is for SI rank only(as both his promotion as inspector and his eligibility for DSP exam falls after 4 years of service).

  27. hello sir one more doubt. sir you have mentioned that sp in CBI gets individuals bunglow but if he doesn't want to live in that bunglow and want to live outside on rent so that he doesn't losses that hefty HRA so can he do that. or is it compulsory for him to live in that bunglow. as is the case in my current pvt job. please specify sir eagerly wating for your reply as always. thank you and jai hind.

    1) what are the chances of a stenographer in CBI to clear departmental exam for sub inspector in its first attempt? I have seen a circular of cbi si in which 70% SI are direct recruits 15% are through promotion and only 15% are through Departmental Exam.
    2) do stenographer also get special allowance in CBI?

  39. Please throw some light on MACP in cbi for inspectors if any. Inspectors get promotion after 12-13 years means there should be an MACP and what about level 9 in cbi?
