General process after SSC CGL final results declaration

The next level of mental torture for which your patience will be tested is the slowness of process involved in giving you the appointment letter to your hand. You never know at what stage your file is currently and where actually it got struck. Finally you would also wonder what is the process involved. Remember, until you are issued an appointment letter (= joining letter) by the respective department, your selection would be considered tentative though your name is in the final list of SSC CGL.

So, knowing the process involved can give you some relaxation to your mind rather than getting worried whether your case will be done smoothly or not. Let us see one by one now.

Regional SSC Office Process:

Your regional office of SSC sends dossiers to respective departments stating that so and so person is recommended for the post. Until then, no action will be initiated from the departments as they are not yet aware of your selection. This is the first step towards your appointment. After SSC office sends such letters to respective departments, SSC generally upload on their respective website detailing this progress. All this is internal SSC work and nothing to be done by the aspirants.

Time Taken By SSC:

It varies from region to region. They generally complete this process from 45 to 60 days. Sometimes, they do send the nominations/dossiers and forget to upload about this progress on their website. This may be due to their other priority work.

CBI Process:

• Regional SSC office sends the nominations to the respective departments. Whatever the "Present Address" mentioned at the time of document verification by SSC, that will be used for communication thereafter.
  

• CBI HQ sends medical examination request to the candidate's present address and also to CBI office of that region and also to a recognized regional govt hospital. Total three copies. Also, CBI asks you to fill an attestation form with information on the criminal cases on you, if any. Pls write your mobile number on this form which will be used by CBI for all purposes at later stages.

• You get your medical examination done and you can send the copies back to CBI HQ directly or to local CBI office, which they ultimately send it to HQ, whichever is convenient for you.

• After scrutiny of the medical report received, CBI HQ sends police verification form to the respective district collector of the candidate's permanent address.

• District Collector forwards the letter to the state intelligence department.

• After ground verification, state police (called "Special Branch") send the report back to state intelligence HQ and they send it back to collector. Collector sends the report back to CBI HQ. No need to pay any bribe at the time of ground verification by them. Take the person's phone number when he comes for verification. Verification is done by a Head Constable or ASI. No role of CBI during this ground verification.

• If there is any delay from district collector/police, local CBI office send its personnel to request for expediting the process. If there is a delay by the state police after your ground verification is done, such candidate can ask about the file status from the verified department or respective CBI. You can personally pursue the file by going to the respective department just to give extra push and expedite the process, though it is not your job. If needed, meet that district SP to explain the situation.

• After scrutiny of the report received, CBI HQ sends the letter of appointment through e-mail as well as through post with the date and place of reporting. They ideally call to your mobile number before sending such letter. After the training starting date is fixed, they issue appointment letters as and when they receive the reports and hence the letters may be issued on different dates for different candidates as CBI HQ keep receiving such reports from various corners of India. No need to panic if others started receiving. After your letters are issued, you are given at least one week or more time to report at CBI academy. If needed, you can even call HQ and inform the same for intimation and clarification. This way, people keep joining academy on different dates in the first month. For technical resigned people of other department, they can report as per resignation rules with no worries.

• Suppose the department decides the date of reporting is 20-Mar-2023. Will i not be put at disadvantage of seniority if my batch mate joins few days earlier as his police report was in time and the appointment letter was issued in time while my police report and the appointment letter is delayed because of which i reported late? Answer: Those joining dates doesn't matter. Your seniority for promotion is decided by your CBI SI Batch# and the SSC CGL rank both, through out your career. It means the name of a better CGL ranker is shown first in the promotion list and he will be given priority for promotion to a poor ranker in the same batch. Yes !! you read it correct. Your achievements during the career doesn't better your promotion chances in any manner. In our batch, 6-7 members didn't join the academy training with us, due to the late caused by their verification and they were directly given posting along with us after our training was over. They were sent for academy training in the next batch. However, those 6-7 members were promoted along with the regular batch though their service is 9 months less than the regular batch as they are part of the same CGL batch and the promotion list was published in the order of CGL rank only.

• If there is further delay from state even after CBI request and if there are considerable number of such left-out people, CBI can't help much and they would go ahead with the training of cadets for whom they issued joining letters. Without police clearance report, under any scenario, they don't issue appointment letters as they never know if such cadet is a criminal or some other.

The process would be almost same irrespective of the department for which the candidate got selected, as most of the processes are not specific to CBI.

What about left-out people then?

For the left out people (for whom the police verification was very late), if there is no SI trainees batch of departmental exam, CBI would directly give them the branch posting letter at the time of completion of training of the original batch so that all people of the batch would start working in the branches. The "left-out" batch will be called for academy training later along with the next SI batch whatever (departmental or CGL). This actually happened with CGL-2015 batch. Until then, the "left-out" batch will have to wait.

Though the process involved looks simple, entire process takes nearly 9-10 months since the confirmed final results are declared. History is the proof. This is where you need to maintain patience. You need to be more patient than what you were while preparing and waiting for results of each tier in CGL. This is the area where they can improve a lot. Delay happens with almost every department. I hope that this long period will be reduced in the time to come. CGL-15 final results were out in June-16 and CBI cadets were asked to report on 20-Mar-17. For CGL-15, CSS cadets were the first and CBI cadets were the second to be asked to report. So, stop thinking that CBI works very slow.
