Many a time, a few aspirants ask me whether it is true that people who join CBI leave the job within a year and if so, what are the reasons for such decision?

Well !! first you need to understand that someone's opinion need not represent everyone's opinion and the ultimate truth. Let me remind you an old anecdote in this regard. When a soul was about to incarnate, on its way to earth, it met Duryodhan (a character in Mahabharat) first and sought insight into life on Earth. Duryodhana painted a bleak picture, describing it as a realm filled with deceit and misery, claiming to have encountered only a few virtuous souls on earth. Uncertain, the soul continued its journey, encountering Dharmaraja next, who offered a contrasting view. Dharmaraja portrayed a world of inherent kindness, asserting he had encountered only a few, if any, wicked individuals. Encouraged by this optimistic outlook, the soul chose to incarnate. However, upon experiencing life on Earth, it realized that both perspectives were incomplete.
Similarly, individuals considering a career in this Central Bureau of Investigation (CBI) may encounter varying perspectives, akin to those of Duryodhana or Dharmaraja. Opinions within any department can range between these extremes, highlighting the subjective nature of viewpoints. No opinion stands as an absolute truth; rather, personal priorities shape perspectives, which evolve over time.
The decision to leave a job may stem from limited exposure compared to those who choose to remain. However, despite many resignations and VRSs, the organization continues to thrive, boasting numerous experienced personnel. This resilience has instilled confidence in both the public and the judicial system, regarding the department as a bastion of hope.
Let's explore some common reasons for quitting a CBI job, considering that such occurrences are not exclusive to the CBI. This article aims not to dissuade aspirants but to provide insight. Just as with other departments, individuals even from civil services, including IAS and IPS, have been known to resign in pursuit of peace. Therefore, it's essential for aspirants to weigh their options carefully. Clear understanding of job duties before joining benefits both the candidate and the organization. It saves lot of time and efforts of an aspirant and investment of the organization to train him and provide other facilities.
Reasons for quitting the CBI job:
Assignment by Circumstance:
- Firstly, some individuals may find themselves in CBI not by choice but by circumstance, such as being assigned to the department based on their marks in Combined Graduate Level (CGL). So, they obviously leave the CBI job after they get the service of their interest.
Impact on UPSC Civil Services Aspirations:
- Candidates joining the department with aspirations for UPSC Civil Services may find their preparation time compromised by the demanding nature of CBI duties. The unpredictability of case assignments, the influence of senior officers, and the pressure of case deadlines can disrupt study schedules, leading some to reconsider their commitment to this job. Deadlines?? Yes. You read it correct. Haven't you ever heard Supreme Court and High Courts directing the police to complete a case by a specific date? You will be under what circumstances will entirely depends on your luck. The one who feels that he is not getting sufficient time to pursue their dreams, he will opt for quitting this job.
Rigorous Training and Discipline at the Academy:
- The stringent discipline and intense training regimen at the academy can prove challenging for some recruits. Those unable to adapt may face expulsion, while others may leave voluntarily for not considering their leaves for very genuine reasons like self/sibling marriage, mother/father 's serious health issue. Also, the recruits tend to be fearful of probation period and live a unsecured job career. They develop negativity over time and tend to rethink why they have come to this department. Note: Probation is for every job, including major private jobs, not just CBI.
Reality vs. Perception of Government Service:
- The perception of government service as offering minimal work and guaranteed salary with regular DA increments may clash with the reality of CBI responsibilities. Officers in CBI are tasked not only with field verifications, investigations, assistance to other officers and various reports preparation to enable the superiors to monitor the cases but also with legal counters preparation, paperwork like printing and photocopying, and court appearances personally. The progress of investigation is such an important thing that you are even questioned by the constitutional courts in open court hall to explain the poor progress in the case. CBI job doesn't mean just investigation. You will have to attend to many other tasks like attending to various petitions filed by the accused in the old cases investigated by your seniors, do verifications of complaints and enquiries on various information/persons etc. This is the nature of duties of a police officer and not just in CBI. Even local police have to do the same thing. Attending to the court work is like doing the work of a junior advocate i.e. go through voluminous files and prepare counters for the pointers raised by various petitioners in various cases. In fact, in any government service, be it Income Tax, EPFO, Central Exercise etc, you can't avoid court matters as legal issues are common. At times, you can be under pressure to attend them on priority and there can be more than one such petition while you need to go out for trap and also file a bail counter in some other case for stopping the accused from coming out of the jail.
Post-Retirement Obligations:
- Even after your retirement, CBI IO needs to visit his branches once in a while from which he investigated the case or filed a charge-sheet in the concerned court. He is required to appear in the court to depose his evidence in the court of law about his investigation. If he tries to evade intentionally, an arrest warrant can be issued by the court against the IO. True!! I have seen such cases. Once your evidence is over, there ends the matter. So is the case with all the branches you worked in your career. It is burdensome. As there is no other choice, some consider this as going on tour on government expenses after retirement. Ofcourse, their health should cooperate.
Pay Protection and Trade-Offs:
- As basic pay of any central government employee is protected if they switch to some other central government department in the same pay band, some prefer to move to lower pay level in other department by giving CGL once again so that their job responsibilities are less, same basic salary, can have leisure life and spend quality time with their family. This is one of the reasons why most of the clerical staff in banking don't prefer to get into the managerial cadre. The flipside of switching to lower pay level in same pay band is that facilities and allowances are purely based on the level of an employee in the pay matrix. Ex: Level 6 and above are entitled for flight travel for official purposes. Sub-Inspector of Police in CBI is of Level 7.
Diverse Case Portfolio:
- CBI doesn't deal only with high profile cases. It also deals with petty corruption cases like a post man taking ₹1,000/- bribe, cheating by a railway constable etc. One has to investigate even such cases. Media and Movies only talk about high profile cases as they are least bothered about coverage of petty cases. This creates a gap between what you read/expected and what you are actually working upon, after joining CBI. Remember, CBI can deal only with central government officials, irrespective of the degree of corruption/fraud. CBI can also deal with State government employees only if requested by the concerned State Govt and such request approved by the central government or ordered to that effect by High Courts or the Supreme Court.

- Every court (Trial Court, High Court, Supreme Court) is important for an IO. So, an IO has to manage all the court matters with equal importance and you can't ignore any court. At times, when you are already loaded with regular investigation, this becomes very tough. Sometimes, this can be a problem for your personal plans. Investigation is like investment and Trial is like maintenance of it. The maintenance efforts go unobserved like the efforts of a mother in household works. When you are already fully occupied with your own cases, you may have to handle the court matters of your colleague who went on leave for a week. Imagine it!!
- Family is the fundamental unit of any Society i.e., Society begins with family. The officials who entered the department with the motto of serving the society slowly loses that idealogy and start looking towards their family. Their conscience haunts them with one question "What is point of serving the society when you are not able to take care of your family by giving them your quality time. Is your life meant only for cases, files and courts? Does the family need only money to be happy?". One may notice that their children slept by the time they reach home in the evening and they are still sleeping by the time they start to the office in the morning. The official majorly spends his family life only in thoughts. From here, the idea of balancing the life between professional life and personal life comes. They decide that they can't lead quality personal life if they are posted at Delhi or sent on frequent tours.
- Department is corruption free. A few people choose government services for want of other income. It is detrimental and suicidal to work in this department with corrupt mind.
- Tours are also involved (when i say tours, it is not always. I think journeys have become common these days whether you do business /private/government job and this job is also no exception to it. Do you know that even income tax officials who are posted in investigation wing also travel for income tax raids?). The duration of your tours depends on the area of jurisdiction of your branch and nature of the case. Always keep in mind about the language barrier to investigate any case within the stipulated time. For Goa, the jurisdiction is very small and hence the officer can plan to come back to his house in the evening while the officer has to stay in a camp at a far away place from his office/house if jurisdiction of the branch is big. During tours, they may have to stay away from their family. People who have more attachment with their family, they feel uncomfortable with this. Whatsoever, tours for reasonable period break the monotony of desk work.
- Aspirants generally plan to get married once they are settled. After he/she joins CBI, they get married and the department sends him on tours for office work, especially more in Non-ACB branches. Obviously, he/she gets frustrated for reasons not needed to be explained. Tours are part of this job. On Average, you will be on tours for 25-30% of the days in ACB branches while in SCB this may go up to 35-40%. When i said "on average", these figures vary depending on the complexity of a case in hand or the distance between crime scene and the branch. Few learn the technique of enjoying these tours as an opportunity to break monotony from regular office files work and a chance to feel the public reception of an CBI official. Monetary benefit of these tours is that some save to the extent of ₹10,000/- or even more every month from the allowances they are eligible for (= net savings after average expenditure). Tours are best suitable for bachelors. Of course, it is up to the officer to consider what outweighs what for him. If an official is married, he is more likely to feel that he is doing lot of sacrifices in his personal life to continue in this job. When you are on tour for long days, imagine the mindset of your life partner and other family members.
- You may be forced to go for camps when your health or family member's health is not good. So, you never know where will you be on any given day. You may be forced as there is staff shortage and the work has to be done at any cost as there was a direction from Supreme Court or High Court and it may be considered as contempt of court if it is otherwise. So, your planned schedule also get disturbed as you might have to handle even unplanned activities with equal importance. Sometimes, even sanctioned leave may be cancelled. One would be frustrated due to this invisible and unplanned pressure. As time progresses and an officer gets older, he may not find it convenient to continue in this department, considering these challenges. They eventually opt for VRS.
- When you are in tour at remote place for office work, you will have to take care of your personal aspects like food, washing your clothes, bed, hot water for bath etc. For some officers, their health spoil when they are on long tours as they have been having outside food. You already know that even if you are willing to spend money, availability of quality food is not guaranteed. You also know that the food eating habits of people from different regions are different. So, if a person from north-east is sent to camp to Tamilnadu, he/she may find it difficult. Such tours are very common for officers working in branches having All India jurisdiction, located in Delhi. If a team is on tour, some plan to have a cook on payment basis.
- The happiness what you had at your childhood when you bought a cycle won't be same when you bought a car after you are grownup. This variation is because of the change in one's maturity level. Same is the case with any experience or a job. This job is also no exception to this common phenomenon. As time progresses, the zeal with which you joined this job may not be carried through out.
- Few people can't manage work. Even for the slightest work given, they feel overloaded and pressurized. Higher the rank, higher the expectations. As you go up the ladder, work load increases as more is expected from you.
- After all, it is a police job. Many people don't want to be a police as they would have developed prejudice towards police department from personal experiences and movies. In police departments, there is a strong influence of britishers till date. Do you know why? 162 years old Police Act 1861 and various police manuals based on it, are in force till date. So, young generation who are born approximately after 50 years of independence may not find it suitable.
- Gap between what is shown in the movies and what they do after they join the service. When you join, you are just a new born baby having eagerness to grow faster. In movies, ground level challenges are not shown and they show every CBI official as James bond with cinematic effects as if they don't have any problems. In reality, it is otherwise and every day-today problem like morning milk packet, traffic, hot summer, sweat, rains, unhealthy kid/life-partner/parents while you are on camp, vehicle/accommodation arrangement for your official work in remote areas, non-cooperating officers of other department etc. need to be faced.
- Few people join CBI after getting inspired by watching CID or Crime Patrol serials. They fail to understand that the time taken to crack the case might have been years. In the TV Serial, they accommodate every case within 60 mins, with cinematic effects. After joining CBI, you need to carry the patience and enthusiasm until the case is solved (sometimes even years). However, pls remember that CBI job is not all about handling such special crimes cases. It has other wings of ACB, Economic Offenses, Bank Frauds and Interpol. So, few get disappointed here either because of not getting clues or because of not working in the wing of his choice. Have clear understanding on this point before you join the department. There are officers who didn't work in special crime branch throughout their CBI career.
- Delhi is the one of most polluted cities in the world. Its Air Quality Index (AQI) is in dangerous levels. Further, the temperature in winter is very very low and visibility is also poor due to pollution. Due to the poor visibility, all the trains and flights gets delayed for indefinite time, even from the starting point. Personally, a train got delayed by 25 Hrs even from the starting station due to the visibility issue. Anything can be cancelled/delayed at any time. If you discuss this problem with Delhites, they smile and say that it is very common in Delhi. All your connected plans gets disturbed. If not polluted, why do you think the Govt. is implementing Even-Odd policy. The chances of getting posted in Delhi are high. So, if any employee or his dependents like spouse, kids, parents has problematic health issues like Asthma, Cough, Cold, Allergic Rhenitis, he is gone. It is like breathing in a gas chamber. Even if such health issues are not there, due to the severe pollution levels, people develop such symptoms easily. Winter will be there atleast for 4.5 months (November to Mid of March or till Holi). Not believing!! See here and here. Also visit the hospitals in Delhi during the winter period and observe the cases.
- Now, you may be getting a doubt. Why to stay in Delhi when there are health issues and why not request for a transfer. If that is so easy, who wants to work in Delhi other than Delhites. Offices in Delhi will be half vacant if transfers are allowed. Note that the department is ready to lose even an efficient and honest officer than giving him a transfer. Why? Policy. Not believing again!! Ha ha. Neither i believed initially until i see the case of a close associate. Getting choice transfer is employee's fate. Either you suffer with health issues and continue to work for the department at the place posted by the department or resign from the service. Bitter Truth. This scenario is applicable if you are posted at any place where you don't want to work for anyone of your personal reasons.
- Either you don't like the boss or boss don't like you for any reason. (i feel this reason is universal, given any job.)
- When you go on tour, you get only Rs 1000/- for your stay in metro cities and Rs 750/- at all other places. For that money, we don't get any decent hotel these days. One may have to spend from their pocket to get a decent accommodation. At all places, we may not get government accommodation. This is also one of the frustrating factors.
- Transfers, for being belligerent with your boss and if your attitude is not suitable to the work environment of CBI.
- Some people come from different department, on lean, by giving CGL once again and choose CBI as they are fedup with their non-logical monotonous work and some has got only 2-3 hours work per day in their previous job. So, they feel bored and naturally wants a challenging job like CBI. After coming here, they feel that challenges are many so much so that they feel inundated with those many challenges. It will be like a flood of challeges. So, obviously, they would go back to their parent department as they have come to CBI on lean. Google on what is "lean" in the field of Central Govt. Jobs.
- Have you started feeling that the article is very lengthy and tired of reading so many reasons??? If you can't just read a lengthy article, how will you able to do investigation in this department which is like running a marathon without taking a break. Go on to know more reasons.
- Right place of posting was not given to him. Read about chances of home state posting here. Even if a choice posting is given, the higher officials can temporarily relocate you to another place even for few months, without even giving you a chance to hear your concerns, as there was shortage of staff at a particular corner of India for a case or set of cases referred by the concerned High Court or the Supreme Court. So, this is a total disappointment for few. This relocation is not transfer and it is considered as tour. This is a camp/tour for long period, with a break of one or two days in between. In such scenario, one may miss the birthday/marriage day of your beloved for the first time in your life. This is an emotional issue. Such things become common in the life of an CBI official. Circumstances can even come that you will be send to some other place C on attachment though you are relieved from place A and transferred to place B and you are yet to report at place B. At that moment, you will be confused, surprised, all sort of emotions and no idea what is happening and what to plan for.
- For most of the people who worked in CBI for considerable period, they get fancy offers from private firms. So, a few tend to switch their job.
- Vigilance over your personal activities, especially when your lifestyle, behaviour, movements and talks are suspicious. A few people get irritated and feel that they are missing the freedom due to this. However, vigilance doesn't happen on every officer and everyday. It is pertinent to recall a famous quotation that freedom comes at the cost of external vigilance.
- It is combination of Desk job + Field Job. So, a few people don't like to hit the road for office work other than going to their house. In field, one might need to work like a civil engineer in hot sunlight, with no AC, dust and mosquitoes (Ex: Andhra Ex.CM Y.S.Rajashekar Reddy helicopter crash case in Nallamalla forest). Many times, you may have to travel in Autos or on personal Two-wheeler even for official work.
- IO need to have patience like that of a movie director. A movie director shoots many scenes with equal efforts, to makeup the final movie that he imagined. However, the editor and producer ruthlessly removes the content which they feel irrelevant. Same is the case with the work done by IO of a case. IO examines each and every document to makeup the final report and he feels frustrated with the comments/suggestions/pointers given by the legal advisors and senior officers. In short, you need lot of patience to bring a case to a logical conclusion.
- After your training, you will be posted to a branch and you will move to the branch with lot of expectations. If you are working on any bank case, especially in BSFC and EOW, you have to just keep scrutinizing a truck load of documents, almost every day. Truck !! yes. Do you know why? Bank borrowers are smart enough to involve as many innocent people/workers (> 200) as they can, at the time of applying for a loan. They take loans in the name of many innocent people and the master mind of the crime siphon off all those funds from them. When the loan becomes NPA and the collateral security offered is improper, bank files a case with CBI. Involving many people in a case would enable the criminal to drag the case for few decades in the court of law, by filing some or the other petitions by every borrower, for stay of the case, at every level of judiciary system (Trail court, High Court and Supreme Court). If you happened to work on these types of cases, you will be frustrated to do the same repetitive and monotonous work for every borrower, every day. You would feel that you are working like a clerk as your logical brain is not put to use and you were selected for CGL job basing on your logical stamina. In short, these expectations gap lets the morale of the officer down. Also, if you happen to post at a branch other than where you wanted to get posted, this frustration will get doubled and one would immediately take the decision to leave the job. Relieving fact is that you don't have to work on the truck load of documents in a single day. You will be given some time to deal with the documents.
- If an SI enters CBI with the imagination of having powers of an SP/IG, then he is at fault. This makes him unhappy, and he subsequently loses interest in the job. You are required to work right from typing, photocopying, printouts, documents filing, follow-ups, whatnot, everything on your own. Until you become DSP i.e., after completing at least 15 years of service from SI, not even a constable would accompany you for the office work. This is a contrast from what you observe in movies and local police station. In a local police station, an SI is assisted by a team comprising 1-2 ASI, 2-3 HCs and 15-20 PCs (= Police Constables) and they all report to him. In CBI, that is not the case. You are "Ek Niranjan". In the long run, lack of support for regular office work might bring someone's morale down and eventually get frustrated. This may not be the situation in other departments. Positive side of such work environment is that only you and your boss know about the case. No one else. So, confidentiality is maintained. However, if SP wants, depending on the nature and quantum of work involved in a case, he can provide you permanent assistance of a PC/HC or even a team of officers.
- A few people who came to CBI on deputation from other departments, always scolds the organizations for their every personal and professional reason and they went to the extent of demoralizing the newcomers of CBI. They plant such seeds in the mind of others.
- Marriage prospects may not be attractive for CBI when compared with Income Tax or Customs as some pockets of India think that CBI job is not as safe as other jobs. Some may count on corruption. After seeing the fights in movies/serials, they develop apprehensions about this job. They fail to understand that risks shown in movies are just cinematic. Also, just by looking at the cadre's name, some parents think that Sub-Inspector cadre in CBI is inferior to Inspector cadre of other departments like Central Excise, Customs, Income Tax etc. They fail to understand that nomenclature used for a post is different in different departments. Ex: Is Sanitary/Postal Inspector same as Police Inspector, just because both are inspectors by name?
- Out of fear and wrong society propaganda, some think that there would be lot of political threats. It is not actually true.
- His spouse is already in better state/central service somewhere else. When the officer is not given with the choice on place of posting and felt missing the family for long, he/she might tend to leave this job as it is likely to think that he/she is doing the job to be happy with his/her family. Missing the family for long creates a vacuum in one's mind and encourages him to take a decision on quitting the job.
- Office environment and office facilities are not at par with that of a software company or a revenue generating government department like Income Tax. So, if you quit a job from software company/bank/PSU and join any government offices (Ex: CBI), you may have to face many difficulties, especially at the beginning. Reason is very simple. Procurement process for any goods or services is very rigid in any government offices, not just in CBI. If you need a new chair/table/printer, hell process. You will be frustrated with this. Ultimately, your frustration will get diverted to blaming the department.
- A new officer may have to deal with some inefficient/outdated people as they would have stopped learning after they had joined the government service. One may also observe that his batchmate who is less efficient than him getting promoted as he is a privileged person before the talent person gets promoted. This is a severe discouragement for some to continue in the job because of this perceived inequality.
- As a smart phone user, one thinks to have everything updated the way updates are given to android apps in your phone. Similar expectation doesn't work with the procedures followed in government offices as some procedures are intensive and laborious and some may even appear outdated. They ultimately give you the continued sense of frustration, given any government department.
- Some aspirants want to show their logical skills or problem-solving capabilities in investigating every case. However, not all cases require such skill set and most of the cases are investigated in stereotype manner by following time tested procedures. So, when you work in such cases, you will be disappointed and don't get the required satisfaction and one may even feel that he is working like a clerk. Some cases do require your knowledge, wisdom and logic and such skills require only when you reach crux of the case to crack it. Once the case is cracked, it is all laborious work again to take the case to a logical conclusion and make the case ready for trial in the court of law. If anyone join the department thinking that it is the right platform where one can show power of their mind every day, then he would definitely be disappointed. From SI to ASP, this job requires only around 10% logical skills + 80% documentation skills + 10% interpersonal skills while dealing with others, especially with the boss.
- If the higher officials feel that the particular officer who has doubtful integrity or inefficient, as per 56(j) of fundamental rules, such officer can be removed immediately from the service i.e. even on the very same day as the day of the removal order. Know more from here. This happens even in CBI. 56(j) rule is common and applicable for any department in GOI but heard frequently in this department. So, such actions create a sense of job insecurity in the minds of other officers and look for some other jobs. If this rule is invoked frequently, any government job is as good as a private job in terms of job security.
- Your decision in a case is reviewed at various levels. Hence, one may feel discouraged if higher ups take a different stand in a case. It may make an official to feel that his opinion is of no value and hence his presence is not required in the department.
- You yourself would slowly develop the feeling that you are just a tiny officer in this organization while rest of India thinks that you must be a "James bond" or "Super man" as you are working in CBI.
- False complaints against any public servant is common and this department is no exception to it. There can be motivated complaints against you by the public/accused. If the boss had bad impression on you, the situation can become worse and ultimately you lose the interest.
- If you are totally disappointed and discouraged to choose this job, then, read here and here, what a Sub-Inspector in CBI can do and how much you are being paid for withstanding all those. Further, an officer who crossed all these hurdles and survided in this department, you become a blue eyed boy for any private organization as you know how to manage multiple tasks at a time, solve multiple problems with very limited resources and by being 'Ek Niranjan'. They also very well aware that only the tough gets going despite the troubles. What you felt to be bad till date is seen as best by the others. One of the reasons for fancy offers from outside for Ex CBI officials. Also, as i informed above, keep in mind that i would have written similar article had i been in different department. This article not to mean that job in CBI is all hell and all other government jobs are better than this job. These inputs are just to give you clarity before you chose this profession so that you won't repent later for the challenges mentioned above.

ReplyDeleteI want to join in Delhi location. and would like to be posted there itself for the most part. though i wont mind travelling to other citites wherever the work takes me, even if it for months but i would prefer my base of operation to be Delhi. what are the chances of that happening, given that Delhi is hte main hub with the largest number of work force for CBI and it easier to get posted here as compared to say chandigarh where vacancies are less?
Also i read i guess it was in one of your posts only that these transfer policies also sometimesdepends on the head of the dept like the recent one didn tkae into consideration the choices of the candidates at all and they were given postings randomly. can you please shed some light on the current prevailing scenario?
How often?: no rule. Depends on the strategy of the higher officials case requirement at some corner of the country, like vyapam case.
DeleteFixed Tenure?: No, You may stay at a willing place more than what you expect also. On average, no one disturbs you for 6-7 years.
Transfer Request consideration: Depends on your boss and director. Sometimes, they do consider and sometimes not. Grounds unknown.
Delhi Posting??: Chances are high but not guaranteed. Once you are established in the organisation, One can easily move to Delhi.
